Cartoon characters were traditionally drawn by hand but now the trend is computer-generated animation. The ones I've listed below appear in animated films or TV series, but many also have their own comic books and/or also appear in comic strips plus have other merchandise like action figures, stuffed animals, books, etc.
There are actually quite a few animated characters that are red heads (gingers) with red hair or red fur.
Unfortunately, due to strict copyrights on their images, the actual cartoon character may not be shown, however.

Scarlett - (aka Shana M. O’Hara) is a fictional character from the toy line of military action figures by Hasbro and their comic books: ’G.I. Joe: A Real American Hero.' She has lovely bright red hair and a strong warrior.
Handy Manny (series)
Animated TV series on the Disney Channel with Playhouse Disney about a Hispanic bilingual handyman named Manny Garcia. Manny and his talking tools do projects around the neighborhood. Several cartoon characters are gingers:

How to Train Your Dragon (movie)
The computer-animated film by DreamWorks (2010) has a large burly bearded redhead Viking, Stoick the Vast, voiced by actor Gerard Butler.
Ice Age (movies)
The 3 movies by Blue Sky Studios and 20th Century Fox have several red-furred cartoon characters from the films: ’Ice Age’ ; ‘Ice Age: The Meltdown’ ; ‘Ice Age: Dawn of the Dinosaurs’

I.M. Weasel - Animated series on Cartoon Network about a smart red-orange weasel.
As Told by Ginger (series)
Animated series about a ginger-haired girl (in middle school and later high school) and her friends, trying not to be nerdy geeks. Also includes various family members. Was aired on Nickelodeon and the Nicktoons Network (2000-2004?) but canceled. Popular because of story lines and characters.

Jane and the Dragon (series)
Jane Turnkey - About a smart 12-year-old girl with bright red hair who is training to be a knight. Dragon is her 300-year-old fire-breathing best friend. Johnny Bravo (series)
Animated series in US on the Cartoon Network with several characters sporting red hair:

Kim Possible (series)
On Disney Channel about a teenager who juggles fighting crime and going to school and family. Red-haired cartoon characters include:

-- Dr. Ann Possible - Mother of Kim, a redhead, and a brain surgeon
Lady and the Tramp (movie)
In the animated 1955 Disney movie classic ’Lady and the Tramp’ some pictures show the girl dog, Lady with pretty reddish/brown long ears...so decided to include her for the dog lovers.
Oliver & Company (movie)
In this 1988 animated Disney movie...

Sweet Pea - Red-haired animated female character from the American computer-animated series about talking vegetables. Themes include various religious themes, pop culture, cultural events, pirate or Viking themes, historical. On films and DVD but now also on several TV networks.
Peabody & Sherman (series)
Sherman - Young boy who is a companion for the genius dog, Mr. Peabody, who appear in a supporting segment of the TV cartoon series The Rocky and Bullwinkle Show (Rocky and His Friends). The brilliant talking dog Mister Peabody appears with "his boy" red-haired Sherman, who Mister Peabody adopted for company. Sherman is smart, curious, energetic, naive, and has messy red hair and wears large horn-rimmed glasses.
